【WALNUT, CALIFORNIA】 Former Motion Picture Association (MPA) Chief Information Officer (CIO) Dennis Yang has officially announced his candidacy for the Walnut Valley Water District (WVWD) Division 5 director election to be held on November 3, 2026. Yang hopes to draw on more than nine years of executive experience at a nonprofit organization and professional technology management experience to bring a modern management approach to the water district and safeguard the community’s water quality and long-term operational efficiency.

The Walnut Valley Water District is an important local public water agency in Southern California, covering portions of Diamond Bar, Walnut, City of Industry, Pomona and West Covina and serving more than 100,000 residents. Division 5 includes portions of Diamond Bar, Walnut, City of Industry, Pomona and West Covina.

Yang was born and raised in Taiwan and immigrated with his family to the San Francisco Bay Area at age 13. He moved to Southern California in 2002 and has lived in the Walnut Valley community for more than 20 years. He and his wife have been married for 22 years and have two children, both of whom attend local public schools. For the past nine years, he served as Chief Information Officer at the nonprofit Motion Picture Association (MPA), overseeing technology strategy, cybersecurity, enterprise systems, budgets, contracts and the management of large, complex projects. He has also served for many years on the board of his homeowners association (HOA), participating directly in community governance, financial budgeting and infrastructure maintenance.

Regarding his candidacy, Yang said: “Water is an essential public service that every family relies on every day, and the water supply system is critical community infrastructure. The water district must not only ensure water quality and a stable water supply, but also effectively manage long-term infrastructure planning, finances, cybersecurity and risk.” He emphasized that he hopes to bring his years of practical experience in technology, cybersecurity, budgeting and large-scale project management to the board, providing the water district with a different professional perspective.

Yang said water agencies should make appropriate and responsible use of modern technologies, including artificial intelligence, data analytics and automation tools, to help improve administrative efficiency, strengthen cybersecurity and infrastructure management, and optimize customer service, while providing management and professional staff with better information to support decision-making. He emphasized: “The role of technology should be to assist professionals, not replace professional judgment.” Through sound financial oversight, long-term planning and the use of technology, he hopes to help the Walnut Valley Water District continue providing residents with safe, reliable and efficient water service.
